台紐經濟合作協定(ANZTEC)十週年慶

台紐經濟合作協定(ANZTEC)於2023年邁入第十週年。

紐西蘭商工辦事處(NZCIO)與駐紐西蘭威靈頓台北經濟文化代表處(TECO)於2013年7月11日簽署「紐西蘭與台澎金馬個別關稅領域經濟合作協定(ANZTEC)」,協定並於2013年12月1日正式生效。

紐西蘭商工辦事處代表馬嘉博(Mark Pearson)表示,台紐經濟合作協定為雙方創造成功範例。

截至2022年的十年間,紐台之間的貿易額成長近百分之五十,高達17.5億美元。

在經濟合作協定框架下,雙方皆同意移除所有貨品關稅。目前僅存的液態乳及鹿茸的關稅配額,亦將於2024年底完全解除。

馬嘉博表示,紐西蘭食品如水果、乳製品及肉類產品皆有高口碑。也因台紐經濟合作協定的簽署,得以確保台灣消費者能以合理價格取得該些產品。

該協定也使台灣受惠。如台灣出口至紐西蘭的電動腳踏車、電子及資訊科技產品、鋼鐵產品及塑膠產品也都有所增長。

台紐經濟合作協定也對移除非關稅障礙有巨大的貢獻,例如園藝產品的出口。這都要感謝雙邊監管機構之間的良好關係才得以完成。

馬嘉博指出,協定也使得水果產品的貿易雙向成長,如紐西蘭蘋果及台灣芒果。

台紐經濟合作協定中,也前所未見的納入原住民族議題。該章條文亦有助於強化紐西蘭毛利族與台灣原住民族之間語言、文化及商業的合作。

馬嘉博強調,台紐經濟合作協定成功拉近紐西蘭與台灣的關係,促使雙方成為堅實互補的貿易文化夥伴。

台紐經濟合作協定屆滿十週年,盼藉此時機紀錄成果,也為未來十年雙方關係的進展厚植基礎。

為慶祝十週年,紐西蘭商工辦事處本周將於台北舉辦午宴,同步慶祝台紐經濟聯席會議的舉行。

10TH ANNIVERSARY OF NEW ZEALAND’S ECONOMIC COOPERATION AGREEMENT WITH TAIWAN

2023 marks the 10th anniversary of ANZTEC, New Zealand’s economic cooperation agreement with Taiwan.

ANZTEC was signed on 11 July 2013 between the New Zealand Commerce and Industry Office (NZCIO) in Taipei, and the Taipei Economic and Cultural Office (TECO) in Wellington, and entered into force on 1 December 2013.

“ANZTEC has been a success story for both sides” says NZCIO Director Mark Pearson.

In the ten-year period to 2022, trade between New Zealand and Taiwan has grown almost 50%, to US$1.75 billion.

Under the agreement both sides have removed all tariffs on goods, and the remaining quota restrictions on liquid milk and deer velvet will expire at the end of 2024.

“New Zealand food products, including fruit, dairy and meat, have a high reputation.  ANZTEC has helped to ensure they are available to Taiwanese consumers at competitive prices” says Mark Pearson.

The Agreement has benefitted Taiwan, whose exports to New Zealand of electric bicycles, electrical and IT products, machinery, steel products and plastics, have increased.

ANZTEC has also contributed significantly to the removal of non-tariff barriers, for example in the area of horticultural exports, thanks to the close relationships between regulatory authorities.

“This has enabled the growth of two-way trade in fruit products, such as New Zealand apples and Taiwanese mangoes” says Mark Pearson.

ANZTEC also has an innovative chapter on indigenous issues which has facilitated the growth in cooperation between New Zealand Māori and the indigenous peoples of Taiwan, in areas like language, culture and business.

“ANZTEC has successfully brought New Zealand and Taiwan closer together as strongly complementary trade and cultural partners” says Mark Pearson.

“The 10th anniversary of ANZTEC is an opportunity to mark that achievement and to advance the relationship for the next 10 years.”

To mark the 10th anniversary NZCIO will be hosting a lunch in Taipei this week to coincide with the Joint Conference of the New Zealand - Taiwan Business Councils.
